ENCLOSURE NO. 3.
Hon. Col. Sec.
These papers confirm information already
to hand by giving the detailed instructions of the Boycott Extension Committee and providing a copy of the return the Committee requires.
On the face of them the movement is a voluntary one originating with the "merchants", though the list of merchants" who sign the rules is peculiar. The first three, "The Central Department of the Kwok-
man-tong", "The Kwongtung Provincial Department of the
Kwokmantong "The Canton Municipal Department of the
Kwokmantong", connect the movement directly with the
Government through the party. There are commercial
signatures in the list, but their true value is hard to guage: the majority of the signatures being Students
Unions and Labour Associations. The two Women's
Associations are noticealbe: and one is left to guess what the value is of the signature of the *Co-operative Association of Chinese Abroad in the this connection.
